How Are Holley Carburetors Packaged?

It seems like the last time I opened a brand new Holley it was sealed in plastic inside the box.

Does anybody know if that's the case on Holleys? I'm looking at a "New" one on eBay and the seller says they don't come sealed. I want to be sure it hasn't been tampered with.

I just went down the the local parts store and their Holleys were in a bag but not sealed.
