Interesting..I'm having the same problem. Ended up dumping the reservoir just because I didn't have time to pull the thing apart(and every weekend for the last several has brought rain!).
My guess is the lever actuator between the wiper motor and the washer pump has a tendancy to stick. Hopefully disassemble and clean up will fix it.

Something that I did to make it a little better. I bought a reservor and pump for a 87 chevy truck. The plastic reservor has a molded place in the back of it for the pump to snap into, the suction of the pump is mounted inside the reservor at the bottom. the pump has two wire just like our orangal pump under the dash, I ran two new wires out to the pump from the plug in connector that runs the original pump, and it all works. I did this so I don't have to pull the dash out every time the pump decided to quit. Also the new reservor hold more fluid. I just did this last week, up graded every thing for the windshield wipers. New motor, delay wiper switch, and new reservor with new pump. Works great. By the way, I had my cowling off in the process of doing this, cause I put in new squirters, the kind that sprays out two streams of water on each side. While I had the cowling off, I put a screen across the inside of the cowling to keep leaves and debrie from getting into my side vents.
