Water got in the solinoid, you can pull the starter and put in a new solinoid or if the starter is getting old a rebuilt starter would be the way to go. I have ran alot of starters in the past, now i put in a Powermaster gear reduction starter and it even sounds cool when I start it, bit pricey though.
