Vent Window Rubber seal question

Sucessfully rebuilt the vent windows with new rubber, rivets, etc.

Question:

When installing the vent window assembly back in the door, does the rubber at the bottom of the vent window go down inside the door or does it stay on the outside?

I have seen people leave it on the outside but I have never seen one from the factory like that. So I would say inside. Not only that I don't think it looks right on the outside.
