gas problem?

ok so my truck has sat for about 3 weeks and in that time all the gas has evaperated from the filter. ive tried priming the carb to get the fuel pumping but it just wont. i know that its not a fuel line or tank problem ( i have a brand new rear frame mount tank and all new lines from the tank to the carb) also it ran great when i parked it 3 weeks ago. does this mean i need a new pump or could my fuel pump puch rod be bad?
