Random Underseat Junk or Valuable Truck Part?

I found the attached part under the seat of my truck (it is about 4" long). I don't recognize it as a truck part, so I'm going to guess it is random underseat junk? My second question is what was it?

Blazer1970 has the answer. use another one inserted in the slot to hold the forms together.
