On my 67 K10 with a NP205 transfer case there is no torque bracket. I assume that this truck originally had a timken (211 or 221?). When the PO swapped in the 205 they did not use the torque bracket and there are no holes in the frame .

To drill the holes in the frame should I ...

Bolt the bracket to the transfer case, bolt the two halfs of the bracket together, mark holes on inside rail of frame, remove tranny/transfercase(replacing anyway), drill holes in frame, reinstall new tranny/transfercase?

OR

Is there a way to measure/drill from the outside of the frame? Does any one have dimensions?

I would do plan A.
Since it did not come with a 205.

everyone I know takes the bracket off. it will break your tranny and other stuff if you off road alot or have a big horsepower engine. just put poly engine and transfercase mounts and you are good to go.

I run one on my race truck and i have NEVER broke my tranny or other stuff because of running a torque mount. I have seen the crossmember , adapter feet broke off from not running one. I also seen motor mounts broke from not strapping down the driver side of the motor. When that broke the fan wiped out the radiator.
The GM engineers put a lot of time and money into figuring this stuff out.

I have seen pictures of 4WD TH350 cases cracked at the area above the fluid lines from excessive engine torque. I run a chain from my frame to the side motor mount that allows about 1/2" slack for around town but limits movement when romping in the woods.

I'd go with method A too, on my truck I had to fab a bracket and did what you outlined.

I have driven it on roads for the last 2 years, a few heavy loads but never off road or flexed it much. Since the new tranny/transfer is going in I figured I would make it correct. No point in pushing my luck.
