i was looking at inner fenders on the internet and they said they are edp coated... does that mean i dont have to paint them or is that just the black they put on new parts then all i got to do is scuff them up and paint them?

electric discharged primer yes it has to be top coated

Its actually called Electrophoretically Deposited Paint or e-coat. Many parts are zinc plated then E coated. PPG makes the coating

Yes, it is the black coating that comes on them.
