I can tell you that they are order numbers but I do not know what they mean. The lower # is sometimes found on the better optioned trucks and it might have been added when Joe customer walked into a dealership and special ordered a truck. I would love to be able to find a build sheet in a truck that had the original SPID to see if the numbers on the SPID were also on the build sheet. Joe's pics in the other thread mentioned by Blazerman show both the upper and lower # listed on the Window sticker but I don't think he had the build sheet.
There are some other really sharp guys on here when it comes to options that may also be able to shed some light on the subject.
