Go with the intake and carb. Headers are more for higher engine speeds. A good dual plane manifold with the right carb will give you more low end power from off idle to, lets say 5000 rpm. But it all depends on what manifold you choose. I say let your right foot and your pocket book be the judge.

Hi...If you think of your engine as an air pump(over simplification)..the more air in and OUT the more power. You will notice an improvement with a 4 barrel and intake, but you will see a much bigger improvement with headers too..now if you add a cam..which helps the engine take advantage of the other improvements..you will see the most gain. lets say 10HP for carb and intake..10HP for headers..and 15 HP for a cam...but if you install all 3..you could easily see 50HP gain..all of the parts must work together

And the cool thing bout heades and intakes, they will bolt onto your next (hopefully bigger) small block too.

If you already have a 4bbl, get the headers. If you have a 2bbl, the 4bbl will make a HUGE difference. I installed headers on my 350, but i really couldn't make a judgement on the full throttle performance before and after because the engine wasn't broke in yet (i babied it until it got to 500 miles). The headers made it sound 10x as good though.

If you don't have a dual exhaust, do that first and then do the intake and carb. This was what I did with my 307 and it made a huge difference. With the single exhaust and 2bl leaking carb and iron intake, it was pretty weak.
