I don't blame ebay for not banning the guy. They get complaints about guys like him all the time. They took your complaint and investigated it. He has some b.s. reason. They can't spend a bunch of time investigating every claim to see if their reason is legit and determine who is a scammer. They will only ban if the seller has gone with the way of the wind.
The two negative feed backs are like an ebay death sentence. I never buy anything from a seller who even has one negative feedback. Thankfully the seller can't leave a negative slapback in return anymore. I do sympathize
