tv cable

I was fussin with the carb, doesn't feel like the secondaries open. If I open the carb throttle by hand the tv cable prevents the secondaries throttle blades from opening. If I disconnect the tv cable they can be fully opened. Is there a problem with the cable or tranny or is this normal? ie is tranny pressure required for the cable to extend far enough to allow the blades to open?
(700R4 and sbc, original Rochester QJet)
