What is the cheapest and easiest way to lower the front end of a 54 3100.?

If its like my 50, taking out some of the leaf springs is free. BUT, then you loose load bearing ability and probably will bottom out on the bump stops like mine because the previous owner took out all but the 2 longest and the shortest springs.
That and mine is only 1.5 to 2" from the bump stop right now. I looking for springs to add to fix that until I put an IFS in. |

I've had the chance to ride in a couple trucks that were lowered by removing leafs and IMHO it's a terrible ride. If you just want it to look good sitting there, then go for it. You can always put the removed leaves back in if you dont like the ride.
Your other options are to get a drop axel (~$400) or drop leaf springs (~$400 as well)

Since you said cheap, you could also do lowering blocks and longer U bolts I suppose.
