EGR help please

Hello All,

89 v2500, 5.7 400t

I was following this link

but not sure if it applies to my truck.

1-The egr is good, passes a vacuum test.
2-I have 20 in vacuum from the TB port at 2000rpm

Problem, I cannot get the solenoid to pull and hold a vacuum, Bought a new one and it does the same. I have my gauge teed between the solenoid and egr valve and it never pulls more than an inch of vacuum and then drops.

I read this is a pulsing solenoid???? Can i ever check this way while not driving over a certain MPH?

I am so sick of this truck, It is running good, and then sitting at a light the engine will kick like a plug wire is reversed. driving, it is ok.

Any and all advise is appreciated.

Ps, it is logging a code 32 constantly. I have replaced every sender/electric part. I pulled a test vacuum on all of the hoses and they pass.
