I could be wrong, but the smallest 8-lugs I've seen are 16".

Back in the day they could be had, but now I don't think you will find them with out a serious effort.

The 8 lug 15" rims were from the day of drum brakes, but when disks came along they went away.

You maybe able to get them custom built though, but it could prove expensive.
