this is mounted on the fire wall and has nothing to do with the distributor or the carburetor. What is it?

I want to say its the cannister purge valve relay....on TBI trucks valve itself is mounted on a steel bracket on the passenger side above the valve cover and is secured with 2 bolts. Only thing I can think of right now without having an emissions diagram in front of me.

according to this its kind of like an assistant manager nobody knows exactly what its job is and nothing runs without it

Emmisions override relay;
exerpt from the p30 manual. I'll see about getting an actual screen shot from the manual when I am back at work;

NOTE: 1985-1990 models equipped with the LE8 (454) and H5D have an override relay. (See Figure A7-17-3) . This
relay is necessary dur to the lower cranking speed of the LE8 (454) engine. If the relay fails, the CEL will
come on. If it becomes necessary to replace the relay or the module, use the part numbers listed in
Figure A7-17-4.
