Interesting, and the jaws are short and narrow, and don't open much at all...

Re: Anyone ever see this tool before ?

Definitely a tinsmith tool. Could be a specialized hem tool for a narrow tab. Don't think a crimper because it only puts the two pieces tight together. A crimper would have to punch past that point to form a divot.

Re: Anyone ever see this tool before ?

My first thought is some type of sawset to bend saw teeth to just the right angle, a necessary step in sharpening a saw. Another similar tool is a saw wrest, similar function.
I'll post it on Tool Talk
in the What's-It Forum.
What's-It thread

Re: Anyone ever see this tool before ?

We have some answers over at Tool Talk - Here

Consensus is that it is a lead seal press, used with wire to seal carbs and fuel injection pumps from tampering. Seal presses are sometimes numbered or lettered to identify the shop or technician.
Another application could be - Also long ago meters for gas, electric, water (any metered utility) for the same reason. A fancier lead seal press was a "what's it?" topic in October HERE

Here is some interesting stuff to add to what you found,,first of all I remember the tool that smashed the lead seal and kept people from taking the meter out and turning it up side down and putting it back in and then make it run backwards and lower your electric bill.. and kept the 220 volts from people who shouldnt be messing with this electricity..

It had the year or a number that made a imprint on the lead also ..I really don't think this is that tool , as one did not have to use hardly any force to smash the lead thing that had a small cable attached to it that fit through the holes in the band that secured the meter to the base.. Of course this was back in the 60ies ,,and this tool looks like much older than that..

OK- Only offering the suggestions we came up with on Tool Talk. We have had lots of What's-Its over the years and are usually successful in making an ID.
