I had the exact same problem. I assumed it was due to the fact I was using aftermarket fenders. I could push in all the way and have it line up perfectly as far as fender/door alignment but that top bracket hole on the fender was 3/4" off from the hole on top of the firewall/cowl. I ended up slotting the bracket holes in the fenders and using 1/2" flat washer to bolt it down.
