Loose exhaust, tight bolts?

I replaced my passenger side exhaust flange gasket, or donut, yesterday. However, no matter how much I torqued down the flange bolts, the exhaust is still wobbly. Any idea as to what I did wrong?

up here the heat and salt eats the threads on the manifolds.
basicly strips threads out won't tighten up.
is the heat riser parts still intack?
