Parking Brake Issues

1970 Chevrolet C10, all around drum, put a 5 inch rear drop on and now the parking brake doesn't want to hold at all on the driver side. Passenger side is okay.. when jacked up I can move it some but it definitely has resistance but the driver side has no difference whether the parking brake is on or not.

I know the 5 inch drop put a lot of slack in the cable, so I adjusted it where it adjusts under the cab, to only have the parking brake pedal have fewer clicks (before - 7 maybe 8 clicks, after - 2 clicks if I have a led foot), I've checked and checked the brakes and can't seem to find a problem.

Any ideas?

I'd like to know all my available points of adjustment to make these equal... as it's a Sag 3 speed a parking brake is a necessity (VA law required for inspection too.)
