can I remove?
So I was just wondering if I can remove this part since it has an electric choke. It wasn't hooked up when I removed the motor from the car it was in

I'm guessing that's some 1970s pulloff for the heat riser? I don't think it's related to the choke, though when functioning it speeds warmup.
Do you have a heat riser still? If so, something has to open it so the valves don't burn. Some have thermal springs. If you're running headers or don't have a heat riser, I think you're safe to toss it.

A ported vac hose should connect to the nipple in the center. The vacuum pulls the valve open. Leaving it as is might leave the heat riser closed. You should be able to remove it and gut the flap out of the pipe or just wire it open. I have seen them like that on smallblock vans and cars from mid-early 80's

If you don't have heat riser in your exhaust throw it away like GMC said wire riser open or just take riser of and take baffle out and brase holes back up so you won't have exhaust leak.

yeah, ditto on what has been said earlier...those things were prone to "Freezing up" and they block the exhaust stream, causing burnt valves.....
