lower rear shock mounts

i cant figure out how the shocks mount on the lower rear of a leaf spring rearend. axle has no mounts welded to it. seen some trucks with a leaf spring mounting plate that had tabs for shocks, but im not sure if thats what i need. appears to be a 12-bolt truck axle. any info is appreciated.

there are supposed to be brackets welded to the tubes to mount shocks to

Thats what I was expecting, but there are no brackets. So I'm assuming a previous owner cut them off, even tho it doesn't look like they were cut off. All 67-72 came that way? Its on a 72 blazer 4x4, and what vehicles am I thinking of that have the spot for the shock on the leaf mount?
