Rebuilt transfer case not shifting correctly, advice?

So Im almost complete with the rebuild on my NP208 transfer case, and I'm having some trouble.

I thoroughly greased all the bearings and washers with assembly lube during assembly to make sure nothing got damaged.

I'm almost done, so weve been testing to make sure each gear setting works properly, but it seems to be extremely stubborn getting into each gear. Sometimes grinding before locking, etc.

Could this be from the absence of ATF, or is it more likely that I assembled it incorrectly?

I'm sure I put it together right, so I'm just confused as to why it's not acting correctly.

Problem solved. Just took it all back apart and put it back together, torqued and sealed. Works great!
