Relay on Firewall

We just bought this truck about a year ago, and where the ac recirculation cable goes thru the grommet on the firewall going out towards the passenger side, there is what looks like some type of relay. Can anyone tell me where this really belongs?

Transmission Controlled Spark. It was an early attempt to control emissions. What it does is restrict the vacuum advance from working until the engine is fully warmed up and the transmission is in high gear. You can get rid of it, it serves no good purpose.
