Need help with Truck's History

Hey guys, so my truck is Oshawa(Canada) built and apparently it spent majority of its life in Virginia, as after looking over my used vehicle package it was first registered in Ontario(Canada) in 2012 and prior to that it was registered in Virginia.
Now I tried to get a used vehicle package(vehicle history) from Virginia DMV and it is asking me for my USA drivers license which I do not have.

Can someone get me that package from the DMV I will take care of the costs of it, any help would be greatly appreciated. I know here in Canada it costs $20 I cannot imagine it being that much more expensive in Virginia.
