Final update. Got new wheel cylinders installed, new brake lines, cleaned the brake shoes with Brakleen as Airdirect suggested and everything worked perfectly.
After hounding the guy who said he would do the modifications for me for 7 months, I took the truck to two different shops to get estimates. WAY out of my price range. So, with a touch of bitterness, I sold the truck.

I no longer own a pre-'72 truck!
