I got one of those 98 tahoe starters... and, its still in the box in the garage, put it in, checked pinion extension, and it only engages about 1/8" of the flywheel. Original starter a generous 1/4" of engagement with the flywheel.
So those of you who are running the tahoe starter, did you manually extend the pinion gear and check how much of your flywheel is being engaged? How much did you observe?
And yes, that little washer retainer at the end of the nose is properly seated.
