No Rally or wagon wheels until 1975.
The Hooper truck had the wagon wheels Most 1969-72 wheels were painted white. All had full covers or caps except for the 16.5" x 8.25" heavy duty wheel option, which was the most expensive single option in that era. There is a set of them on EBAY right now
