#459485 shows up in the GM parts catalog as a 1978 pulse wiper controller. The parts history catalog shows that it was superseded by #14056557 which is the controller listed for 1979 to 1982. Parts history also shows #14056557 was superseded by #15598419 which is the controller for 1983.

That would seem to indicate the 1978 through 1983 control modules are all be compatible and interchangeable with one another. So the one you have is probably just defective as opposed to being incorrect for the year.
