That looks like it is open fully. There is a stop built installed on the pivot shaft to limit the windows movement.
Photo one shows the window fully open with arrow pointing to the limiting tab. In the second photo the arrow shows the limiting tab in the fully open position. Photo three shows the window half open.. It should be possible to modify the limiting tab to allow the window to open further. GM had a reason to put the tab in. It might have been to prevent stressing of the upper pivot point. GM doesn’t install pieces without a good reason.
