I'd say that a bit of research and maybe distance to travel to get it done may be the deciding factor Both are legit and both deal with these things.

Call Phil at Pro Truck Licensing, lives in Placerville. (530) 416 1124
He use to work for the DMV and has access to their Data Base. Not sure if he can do a vin check, but could tell you if it’s still in the system and what forms you would need and might be able to assist from his business so you wouldn’t need to go to DMV.

Super nice guy and has helped me out a couple of times.

I have found a couple of other spots to do it also, so have alot of places to look into!
