Help with LT4 fuel pressure & regulator vacuum

Hey y’all, I just picked up an ‘86 with a ‘96 LT4 swap & had a couple quick questions.

I have an aftermarket aeromotive pump through an Earl’s returnless system & my fuel pressure is running ~62psi constant pressure instead of dynamic like OEM. Everything I’ve seen says fuel pressure at WOT should be ~53; would you advise I toss in an FPR to lower it or just send it down the road as is?

Also, the vacuum port on what looks like the OEM regulator is unplugged. This should be routed to manifold vacuum, correct?
