2 Hydroboost Questions

The plate I have allows for the Hydrobooster to to be mounted to the fire wall in this or flip the plate and rotate the booster 180 degress placing the hoses on the bottom. Is there a needed position, or can the booster be clocked either position?
In the two photos there is a hole with what I am guessing is a pressure valve of some sort. The larger hole is obviously for the Master, but the smaller hole is unprotected from dirt. Is there supposed to be a dust cover cap on this hole?
