The converter works great on turning rust to iron oxide. Then spray epoxy primer on top of that. Every attempt should be made to sand the metal with a course grit to get the best bite of the epoxy into the metal. Metal etch works great to for bonding to bare metal and then epoxy over that.

you should build another one or buy one that is as close to "built like you want" and change a few things to get it like you want it. it seems, since there are no replies to your querry, that your old truck is under wraps somewhere.
