AC dash controls

My 91 Suburban recently started a new problem. When on Defrost or any other position most if not all the air comes out the dash vents instead of the defrost vents. This is during heat or AC. I know I've read about a cable or vacuum controlling the doors. Where is the best place to start looking? Does the dash pad need to come off for better access?

Just went through this myself in the last week.

You can easily access this area by removing the glove box (about 5 screws at the hinge) and then removing the duct (2 screws) to reveal the problem area.
