I dunno where you guys are getting your junkyard inner fenders, but I live in the New Mexico desert, one of the most rust-free regions of the southwest. My '76's inner fenders are perfect with the exception of that little triangular brace on the outside lip. I've checked about 30 trucks in local junkyards, and every one of them is rusted there also. While I would love to use OE GM parts, it's looking like I'll be going aftermarket.
