12 is not near enough.
If you want to fine tune your carb for a bit more mileage you can check and adjust the adjustable part throttle. Info here on that.

This information is incorrect (I own one and track my mileage). I live in New England where it is very hilly and I average 13mpg. During the summer I've get up to 17 mpg in the same area. My mpg is better at 80 than it is at 70 since at 80, I rarely kick into a lower gear on a hill.
