I agree that doing the shock relocation probably won't help much. The ride height is pretty high and means the shocks are working pretty good. Is it possible that the shocks are going to full extension and that is causing the problem?
I suggest getting a Gopro or other such camera and mount it underneath the trailer and take a drive. You should be able to figure it out with some eyes on the operation.

Ride height before and after. No, shocks are not at full extension.
