Here is a link for the suffix codes
http://www.nastyz28.com/gm-chevy-cod...-suffix-10.php WO in 1968 is a 307 but in 67 it is a 283 and in 69 a 350. Looks like a 283 or 307 balancer to me. the rear casting numbers are more reliable for cid identification. I say cut it up !! or technically cut it down and add a few PB parts...
