In Illinois only in cetin metro areas I just happen to be in the last zip code west of Chicago but it is only for OBD-2 equipped vehicles 96 and up and only every 2 years and new cars after 5 years. My 95 and 70 are good to go.

in north carolina any 35 years or older is expemt from inspections 15 and older are safety inspections, with a temper check to make sure that all emmission stuff is still there, 96 and new are now and obd2 emmission/safety check with the tamper inspection.

I think you might be referring to what I have heard recently,,,,that California is talking about implementing the rolling year elimination program, which should inlcude the year you mentioned.

As far as I know right now, it's 75 and older. Hopefully that is changing.

Around the metro area of Baltimore they have yearly emmision checks but over our way nothing and I hope it stays that way.
