If our trucks are setup right you really don't need a electric fan at all inless you pull a lot or sit in a lot of traffic. The more air flow you get through the radiator the better cooling you will have. This is why I installed the cover between the condensor and radiator support to help force more air threw. I can't really say if it does or doesn't help but my electric fan is under there too!
It also forces the air threw my home made cold air box also!

I have always heard that the old coil wire is less than 12V... does it matter if it's only running a relay?

If he is using the wire with a HEI then it's not got the resister in it anymore or his truck wouldn't crank. I did the same thing just cut the old resister wire out of the harness and used it for the HEI. At least mine wouldn't at first.
