Nah, It's the complete set up.
You should be able to slot the intake holes, (center two on each side), and use it with your older heads. That's what I was gonna do cause mine is a 91 model.

Shouldn't.
Some people get a thick washer and grind it so it's thin on one side to match the angle of the intake andthe angle of the bolt. (Does that make sense...) Others grind the intake to match the angle of the bolt.
