They're speed tubes!

Actually I think they're balance weights that the factory drives into the vanes as needed to balance the rotor assembly.

Watching the rotors and drums on the lathe when turning them I was really surprised to see how out of round (runout) they were. I guess all that matters is that the machines parts (braking surface, centering hole, lug nut holes) are all spot on, but the casting itself isn't very perfect!
