Might be an anti-theft kill switch. Press it once and the ignition is disabled, press it again and the ignition is energized...?

that is what I thought. But it is not required to start once you have pressed it.

Don't know what it is but this reminds me, when I was a kid and THOUGHT I had a fast car I wired a button to push that would turn on my brake lights. I'd hit it if someone was riding too close or if I was ahead in an "un-sanctioned" test of speed...
