If you want the drive by wire you will need an eletronic gas pedal. You can change to a mechanical throttle body and use your stock pedal.
My factory tach hooked right up to my pcm after it was reprogrammed to send 8cyl signal instead of a 4 cyl signal. I don't know anything about a tach module.

I did the harness myself and have little in it but my time, its a very fun sub project that anyone can do if they can follow directions. Brendan will also reprogram your PCM (remove VATS) for $75 on Gen III engines and $150 on Gen IV.
Look that site over good, all you need to know is there.

Tac is throttle actuation module the brain between pedal and throttle body.

Yes, the 04 donor will be drive by wire meaning you have to replace the pedal assembly.
