Until you put your old distributor on a distributor machine and verify the curve you are shooting in the dark. Have your new HEI's mechanical advance set up to match your old distributor then if you are still not satisfied then look to other components.
My rule #1 is always look to the last thing you messed with when you have a problem
The mechanical advance curve of a distributor is the "computer" that controls at what millisecond the spark fires.
A good operator of a distributor machine can find you lost mileage and horsepower. It is one of the best bang for your buck services you can have done to your vehicle.
