Only two possibilities: Someone intentionally burned alive OR a utility worker accident.
Since there is a rope or cable around the person's waist with his back to the timber I'd tragically guess the former. This is WAAY beyond tragic racism. This is terrorism, mayhem and murder. Ugly as human actions can possibly be.

could have just been a simple house fire and poor person could have been asleep. Corpse is so light it needed to be tied to stretcher to move it without it falling off. Not racism. terrorism ect. IMHO. A tragic accident

that Mayflower rig brings back memories. in the 70's I Worked for a Mayflower agent on Oakland. We had a similar rig that was used in parades and other forms of advertising.

The film The Racing Scene is currently on available Amazon Prime. I watched it and it was a was pretty good documentary filmed in 1969 so lots of newer trucks, but I saw some AD's in the back ground.
