here is one thought i had, Clamp it down by the top edge to a flat surface and cut the liscense plate bracket top to bottom and see if that lets the bumper flex up and the weld up the pie shaped slit it would leave in the lisc plate bracket ? any thoughts on that approach ?

That might work. Before you weld it make a jig to hold the bumper at the bolt holes so it wont twist any more.

I think rather than cutting it I would think reforming it would be a better idea. Meaning using your straight edge idea but no cutting just stretching it on the bottom edge.
This is better because the bumper in the forming process has a certain amount of stress built up in the steel from the forming. If you look carefully it is gradually curved throughout the length of the bumper. If you simply just cut and welded a pie shape in the middle then it would look like a pair of seagull wings, gradually curving to the middle then back down to the other side. By stretching it I mean you would have to build an inner support so that it did not crush, then using a threaded rod on each end and a strait edge on top, screw the rods until it is beyond straight then when the tension is released and it springs back it is straight. You will have to sneak up on the straightness by slowly turning the rods then releasing them and checking, but it would be straight throughout. Or you could save all the time and find a good old American made bumper and have it rechromed. LOL

When you have a chance could you see if you have the part number for the alternator. I might go with the same set up if i can afford it.
