Part of it might stay in the weeds when you picked it up. Bed and rear fenders don't look that terrible. The title might make it worth making an offer on for a guy in the PNW who has a whole bunch of parts on a half way built project and no title.
The trouble with it being in Poulsbo is that your wife isn't going to let you go to Poulsbo without her and that means spending a few hours down in the main part of town letting her snoop through the shops and then deciding where you want to go to eat. Some of the best donuts anywhere, Great coffee across the street from the donuts and a guy can always find plenty to do there too. It was my Aussie Harley's favorite town.

Twin Boom wrecker and it runs and drives. It has a GMC engine in it. Maybe a typical wrecking yard mix and match of pieces from that but it has serious cool factor. But a 1948 Chevy 6100 wrecker sure would be cool for Mr48 Chev if I had the money to bid and haul it.

That body is beyond rotted out. it would be a frame swap candidate as no doubt the frame looks worse than the body.
My issue with frame swaps is and always has been with the guys who buy a nice running truck with a really nice stock 3100 frame and rip the stock frame out to stick a worn out 300 K work truck chassis under it hoping to be one of the cool guys with an S-10 frame then they spend 1500 + on a kit to install it, spend 500 in rebuilding the worn out front end, spend another few hundred swapping the rear axle and half the time installing a4 link and bags. All because they think it is too hard to install a decent front suspension and rear suspension and axle under the original frame and end up with a far nicer truck. I don't fuss about the guys who go out and buy a dead grain truck for the cab and scrap the big chassis and do a frame swap., That probably saved the cab from being hauled for scrap or rotting into the ground. A lot of those trucks got worked a couple of months a year for 20 or 30 years or until the engine blew up and then they got put out in the row with the rest of the dead and neglected equipment The farmer bought a newer bigger and more powerful truck to haul with. Those are prime frame swap cabs.

outside of what ever is going on with the roof that is an interesting truck.
The wheels, tires, axles and what not don't mean a whole lot unless you want to 4x4 it. Maybe he would drop the pice if he kept the 4x gear. I'm just flat too old to take on another full project without the funds available to pay someone else to do the whole build. I've wanted a tri 5 big window since the 70's and never got my hands on one.

I can't even imagine starting a build like that (or any similar project) at todays insane (and rising) high parts and labor prices. Gonna be tough to keep what i got right now.

It may not beinmost of our wheelhouses but the money is out there for such projects. A friend of mine who has a shop that gains fame with every build is busy with builds that run up well over 100K along with the simpler jobs he does. His problem is finding skilled workers who can do work at the level that his shop demands.

My Old Project Goldilocks is back up for sale in Northern CA for $10k. I sold it to the guy for $8k and made no money on it but I had fun!

He doesn't mention the power brakes with the vette master, new lines, the PCV conversion, new plugs and wires, rebuilt distributor, etc. that it took to get it running! I ended up leaving out the electric priming fuel pump and the HEI conversion and still have those parts. He also forgot to mention it has FACTORY Limited Slip / Posi / Whatever you call it! Dana 45 Rear Axle. Heck if I knew he didn't care about that, I'd have found an axle to swap out hahaha! I still think this would look so good as a coffee cruiser with just a camaro clip, axle flip, and a c notch. If I had room, I'd buy it back and do exactly that.

My experience is that non truck, non custom or non hot rod guy who buy one because the cool guys have them and then tire of them or decide that they are too much work and effort don't understand that it is those little nitpicking details that make the difference to real car and truck guys.
Advertised with the feature that got his attention when he looked your add, the it has great patina when his buddies are all talking about cars or trucks with great patina. At least he didn't throw rat rod in to try and up the anty a bit more.

I've seen a lot of the bought a hot rod, early truck, customcar or early sports car guy around here who didn't stick with it long.
I've known a couple of guys who got all fired up to buy hot rods because some of their friends had them but they bought them without any actual automotive knowledge. Actually pretty decent but not over the top cars. One sold his in about six months because he was upset that for all the shows he went to the car never won an award. Another sold his after a season because his wife wouldn't ride in it because it didn't have AC and was loud and it was real loud. Lately I think it is the mark another box on the list guys who we are seeing. Three years ago they had a Harley and wore leathers more often than not and bent your ear for hours about their trip to Sturgis or Bikeweek at Daytona. That was before or after the Corvette and somwhere in there they had a Jacked up 4x4 for a while. The good thing is that they usually have plenty of cash to buy what you are selling, the bad is that they don't keep it long.
