I took the one remaining off my truck in 1997. Found a pair on EBay but can’t find what the part number is. Not easy to find them in the Chevy or GMC parts books.

Personally I think you nailed it, though if you ever look for them, they're "bushings". If true, I didn't know they came black. Have some on order, and day now, it's been weeks.

Where might 5/16-18 flange nuts be used?

One of these is 1/4-20, they were used with some heater hose retainers. I have two more someplace, they secure something to the dash

The '69 - '72 parking brake pedal bracket uses 3 of these 5/16" flange nuts. Two on the studs that hold the bracket to the firewall and one on the 5/16" bolt with small integral washer that attaches it to the bottom of the dash.

I think the engine compartment heater box might use a couple of the 1/4 -20 flange nuts.

Nailed it.

My heater box didn't use any, it took speed nuts instead. My LH front hanger had them, not sure if that's factory, doesn't seem right. Same as for the condenser on my other truck, strikes me as wrong, they were only on top.

I give up the double hex "double F" bolt (post 138). So close - that bolt mounts the rag joint assm. to the steering box shaft.
